EMLM responds to MPAC on 2023/2024 Draft Annual Report

The Mayor of Elias Motsoaledi Local Municipality (EMLM), Cllr David Tladi, joined by his Executive Council Members (MMCs) and the municipality’s senior management team, appeared before the Municipal Public Accounts Committee (MPAC) on Thursday 13 March 2025, to elaborate on matters referred to in the Draft Annual Report for the 2023/2024 financial Year.

The purpose of the draft annual report, which was tabled by the municipality earlier this month, was to provide a record of the activities of the municipality during the previous financial year and to report on performance against the budget. It also serves to promote accountability to local communities for decisions made by council.

The MPAC public hearing was held at Matlala Lehwelere Tribal Office in Moutse and attended by scores of stakeholders.

The session was leaded by Chairperson Cllr Samaria Mashilo wherein Mayor Tladi and the municipality administration were responding to MPAC questions submitted to the Office of the Mayor and Municipal Manager Ms Regina Makgatha.

The hearings were conducted in compliance with section 127(2) of the Municipal Finance Management Act (MFMA), 56 of 2003, following the tabling of Draft Annual report earlier this month.

The Draft Annual Report is an MFMA compliance that provides a general report on performance of the municipality in service delivery and budget implementation (SDBIP), of the financial year wherein, the public hearings allow for public participation to promote accountability to the local community regarding the decisions made by the municipality and the projects implemented throughout the year and how their funds have been spent.
