EMLM ward 16 community form part of MPAC hearing as observers
DONKEY-STOP – Residents of Elias Motsoaledi Local Municipality’s ward 16 gathered at Donkey-Stop, Kwa-Mahlangu Village outside Groblersdal where they were accorded an opportunity to observe the institution’s Municipal Public Accounts Committee (MPAC) public hearing on the Draft Annual Report 2023/2024 financial year on 22 March.
Simon Makua, EMLM’s Communications Manager, said despite the communities’ invitation, they were only given an opportunity to observe the proceedings for purposes of attainment of transparency and accountability in the session that also desires to implement effective oversight of the executive and administrative arms.
EMLM MPAC Chairperson led the proceedings that also captured the attention of the interested stakeholders.
Makua illustrated that the committee submitted a list of questions to the office of the municipal manager derived from the assessment of the Draft 2022/2023 Annual Report.
Aron Machipa, Member of the Mayoral Committee (MMC) responsible for Budget and Treasury, who represented Mayor David Tladi, together with MMC for Local Economic Development and Planning, Delly Matjomane were assigned to publicly provide responses to queries from the committee.
Ephraim Mogale Local Municipality MPAC Chairperson, Thabiso Mabaso and the delegation from the Mahlangu Traditional Council together a number of other councilors attended the public hearing.
Makua said the hearing was scheduled in terms of the public notice issued as per Section 21.A of the Municipal Systems Act No. 32 of 2000 and Section 130 of the Municipal Finance Management Act No. 56 of 2003 as well as other financial management and governance issues covering the period 2016/2017 financial year.
