Tender irregularities flags FTLM

Local business owners in Fetakgomo Tubatse Local Municipality (FTLM), accuses the local municipality of tender irregularities by awarding contracts to people connected to the Mayor Cllr Eddie Maila and the CFO Leslie Magopa.
The entrepreneur’s claims Maila and Magopa score tender contracts for pals by interfering with operations in the Supply Chain Management Department.
Elias Mbuyane, one of the local businessman in the local municipality, said the tender procurement maladministration started last year November after the new council sworn-in.
“For the past twelve months, tenders are no longer advertised in the municipality. This is since the new mayor was sworn and new CFO was appointed. The municipality is no longer issuing Request For Quotation (RFQ) documents catering for businesses that are in need of contracts amounting to R200 000 and below,” he said.
Mbuyane claim when they go to enquire in the municipality, they are told by reliable sources that those who get tenders and RFQs are recommended by the mayor.
“The mayor has an interference with all tendering processes and this is a serious violation of Supply Chain procedures. All we want is a free and fair opportunity to everyone who wants to do business with the municipality,” he said.
According to Mbuyane, the local municipality is currently running without a legal team since November 2021.
“Posts were advertised many times with no appointments made so far. We suspect that the mayor is eying the positions for someone he knows. How can such a big institution operate without any legal team for a very long time?” asked Mbuyane.
When asked for a comment, Thabiso Mokoena, FTLM Manager in the Mayor’s Office, promised to respond to the publication about the allegations, however, Mokoena’s response could not reach the paper at the time of going to print.
