New appointments at SDM Political Budget Steering Committee
GROBLERSDAL – New appointments were recently made to the Sekhukhune District Municipality’s (SDM) Political Budget Steering Committee.
SDM Executive Mayor, Julia Mathebe made the announcement on her second day in office during the district municipality’s political budget steering committee meeting.
Executive Mayor Mathebe announced that MMCs, Maleke Mokganyetji will be responsible for Budget and Treasury portfolio, Baatseba Leshaba for Planning and Economic Development Department while Bela Kupa, who is former Ephraim Mogale Local Municipality Mayor, is now responsible for Infrastructure and Water Services.
Other members of the committee include the municipal manager, chief financial officer and senior officials.
As is required by Section 153 of the Constitution, ‘a municipality must structure and manage its administration and budgeting and planning processes to give priority to the basic needs of the community.”
Empowered by Section 4 of the Municipal Budget and Reporting Regulations, the Executive Mayor must establish a budget steering committee.
This committee’s role is to provide technical assistance to the executive mayor in discharging her responsibilities set out in section 53 of the Municipal Finance Management Act.
These responsibilities include providing political guidance to the Integrated Development Plan and Budget processes and the priorities that must guide the preparation of the budget, ensuring the budget gets approved before 1 July, and that there’s a Service Delivery & Budget Implementation Plan (SDBIP).
Mathebe emphasised that all and one must work to ensure that the municipality provides the all important services that residents of Sekhukhune require.
