Congratulatory remarks to appointed SCOPA chairperson
JANE FURSE – The Mayor of Makhuduthamaga Local Municipality, Minah Bahula has sent her congratulatory remarks to Rogers ‘Kanyane’ Monama after his appointment as chairperson of Standing Committee on Public Accounts (SCOPA) in the Limpopo legislature.
Monama, who is not a stranger to areas of public service leadership, previously served in other legislative oversight committees and also at senior government level.
Mayor Bahula believed that Monama was equally experienced and capable to his new role and mandate and that he would undoubtedly steer the ship in ensuring fundamental prescripts of public finance management were followed and respected by government departments as well as its constitutional public entities.
She praised Monama as a strategist who served the people of Makhuduthamaga as a councilor and also at the district level of Sekhukhune District Municipality (SDM) in the early 2000s.
“He brings with him quality and visionary leadership to the committee that is mandated to play a watchdog role on public finances and commits to its oversight and strategic vision in building government that is responsive to the basic needs of its people driven by the idea of a better and quality life for all,” concluded Bahula.
The Scopa is a watchdog over the way taxpayers’ money is spent. Heads of government departments and institutions are regularly called by this committee to report and account for expenditure.
The committee’s role is on issues raised in reports of the Auditor-General, in the interrogations and evaluation of instances of unauthorized expenditure.
I further looks at the pronouncement on unauthorized expenditure timeously and the interrogation of instances relating to irregular and fruitless and wasteful expenditure.
