Makhuduthamaga Local Municipality council switches to electronic mode
JANE FURSE – During a special council meeting held recently, Makhuduthamaga Local Municipality adopted the Municipal Public Accounts Committee (MPAC) oversight report and agreed to defer the Draft Integrated Development Plan (IDP) and Budget 2024/2025 for public consultation.
Thomas Mashabela, the municipality’s spokesperson, indicated that for the first time during the gathering, the council moved to paperless mode of proceedings, using electronic documents with a hybrid access by some members to minimise printing costs.
Mashabela said the council commended the management team led by Municipal Manger, Mr. Ronald Moganedi for utilising Information and Communication Technology (ICT) solutions for a smart and cost effective operation of the municipality.
“The council has reached the final major step in the annual reporting process of the municipality as legislated and guided by the Municipal Finance Management Act (MFMA). The MPAC oversight report was adopted by council with all submitted comments on the Draft Annual Report to provide record on service delivery performance against budget for the previous financial year 2022/2023.
To ensure relevance of the municipality’s strategic objective and to inform other components of the municipal business process, including institutional and financial planning and budgeting, the council deliberated and noted the Draft IDP and Budget document. Furthermore, the council agreed to refer the draft document for public consultation and adopted the consultation programme which will be published to notify stakeholders,” informed Mashabela.
He said that for proper implementation of the Spatial Planning and Land Use Management Act (SPLUMA) and for smooth functioning of the Municipal Planning Tribunal (MPT), the council approved appointment of Mr. Nkadimeng P.M, Senior Town Planner, as a member of the Sekhukhune Joint District Municipal Planning Tribunal and subsequently, approved appointment of Ms. Tong K.T, Manager of Economic Development and Planning, as the Authorised Official (AO).
Mashabela further indicated that the Council has also noted a report of the Executive Committee (EXCO), notifying the municipality about the declining of job offer by the appointed incumbent for the position of Senior Manager for Economic Development and Planning Department, who was appointed in the previous special council member. “Subsequent to this report, the Council has approved declaration of a vacancy and agreed to re-advertise the post with 14 days. Meanwhile, Ms Tong K.T was appointed as Acting Senior Manager EDP for the period of three (3) months or when the permanent incumbent is appointed before the acting period lapses,” shared Mashabela.
